It seems like there's more here than just "achievements" as the messages are VERY similar to what CJ's and Jenny's code they have between them are like.
The ciphers can be solved using a pigpen cipher solver but I have no idea what the messages mean. where are the other ones? You just need to pause your game in the CJ compass areas to pop the achievements, the only spot you didn't list was the one in the cemetery. do you solve the puzzle/cipher in game or with pen and paper? do you have to go to all of them in order? I know that first one is the one you mentioned in the forest and i found one in mines first time you enter then there is other in sewers and back in mines again. I loved the hidden cipher on the pause screen inside the cave.
